Jaylow is a German Shepherd which has been at the SPCA for five months and is now in prime condition and at last able to be adopted. She was found when people reported neglected dogs at municipal flats in Phoenix.  She had recently had two pups. One had already died, and the other was in a state of collapse. Jaylow was underweight and was tied up outside the owner’s flat.
